It might make more since if written like this: Life is, to a degree, more hectic than it used to be. Or u can even say it like this" To a degree, life is more hectic than it used to be. Or Life is more hectic than it used to be, to a degree. Basically what they are saying is life has always been complicated but today its even more complicated in regards to certain things like the internet. For example, the internet has made it possible for people anywhere the ability to access info at anytime which on one hand is great but its also made identity theaft an issue because everything we do, we do through the internet. But this statement is refering to life as a whole, not just the internet. Once upon a time we walked everywhere, now we have cars. Once we had to grow our own food, now we have stores. Stores make shopping easy and convienent but they've also made ecoli and food tampering/poisoning possible as well. So with every plus there is a minus. I hope this helps a little!
