...  there to Veracruz while I wait for my visa packet. They will hold my passport so I will not have it for the flight. I have a US drivers license but it is expired. I also have a Mexican birth certificate. Will I be able to fly? thanks

You cannot fly without a passport. It doesn't matter if you have a birth certificate. They could come to the conclusion that you were an illegal immigrant with fake documents. 

Expired driver's licences do not count as identification because they're expired.
