The United States are going to build a wall on the Mexican border.  How hard will it be to build a wall ON the border without construction crews trespassing on foreign soil?

Well, that is possible, but the problem is that building a wall is the same as blockading a port, and that is an act of war. A lot of people don't realize that, many would disagree, but the eventual results are about the same.
