...  it all the time. I got pics of it but idk how to post the pics and i did took him to the vet but nothing works

you might have to go get some anti itch cream it might help if its not a nervous condition sometimes it might be to give a doggie a bath use oatmeal added shampoo  it might help get rid of some of it get some hyrocodone anti itch spray that to can help
