Can an employee receive partial unemployment If they were averaging 30-40 hours just in overtime every 2 weeks, had those hours steady for a couple years and suddenly the employeer cuts everyones overtime and lays people off?

No. An employer does not have to give people overtime so technically it sis not considered to be included as your wages. However, if you get fired they will take into account all the money you made, including overtime, when deciding how much money in unemployment you will get in your weekly stipend. Although it caps out at $500 per week. Good luck!
