In which normal form is the following relation PUZZLE (only HUH, WHY can act as the key), and explain your answer: 

PUZZLE (Huh, Why, I, Do, Not, Know, The, Answer) 

Assume these funtional dependencies exist: 
Huh, Why -> I, Do, Not 
I -> Answer 
Do -> The 
Not -> Know 

My question is what does the line "Huh, Why -> I, Do, Not" mean? 

Do the 2 keys "Huh" and "Why" relate to "I, Do, Not"?

Answer

Yeah, in this context seems each correlates to all three (though might have something like a tuple). But that wouldn't be functional dependency since there must be only one output for each input.
