"Force does not constitute right... obedience is due only to legitimate powers' WHAT DOES THIS MEAN?

im not sure haha but ill try i think it means if you want rights or something to happen you cant use you force ie like violence and you only obey or comply because powers that be are there and youve got no other option i guess they mean 'govering powers'?
