For science fiction, how can I create a theory stating energy doesn't exist?

What type of energy? You can't say energy doesn't exist at all as everything has energy. Potential, kinetic, mechanical, biological, heat, sound,...without energy no life could exist. Things can't happen without energy. This means that your theory would also have to state that things aren't real, because they litteraly would not be real without energy. Something like a fake reality for your characters, they aren't real, everything is a simulation of some sort. Either that, or only a certain type of energy doesn't exist, like for example, matter also doesn't exist so there is no sound...doesn't make much sense but it's the only thing I can think of. Good luck.

If you want to write science fiction you have to learn some science. Energy is not a physical unit. It is a philosophical concept and an accounting technique used to analyze mechanical and chemical exchanges. In nuclear physics it is defined as a wavelength of light, in biology it is a synonym for metabolism, and in public utilities they say energy when they mean connectivity. Anybody who uses the word in any other context does not know what he is talking about. However, all your average readers think energy is real, even though they can't explain what it really is. Trying to go against your reader's assumptions does not make a good story. My advice: think of something else.

Technobabble.

Have the story take place in an alternate universe.
