Explanations but not to much?

Question

Okay I'm in the middle of writing a story about a girl who knows she's an esper
(a person who possesses paranormal abilities like telekinesis,levitation etc)and soon gets invited to join a secret branch of the police dedicated to solving cases that the Queen dubs something on the paranormal side.

Now my only problem is in the first chapter how can I not make it too obvious to what she is so the reader can draw conclusions yet do some explaining? Not too much not to little but just enough...

Some additional information would help, such as:
What will the first chapter generally be about?
Will this girl be invited to the police branch in the first chapter, or later on?

One thing that popped into my mind would be to describe her life, activities, and behavior and how they are odd. Specifically, introduce odd, shady, or interesting characters with whom she is close friends/contacts with. Or have her in a situation that most people wouldn't be in. The purpose of either of these would be to raise a question in the reader's mind: Why is she in this situation? Why does she know these people? What does she do with these people?
By exploring the situation around her, you can indirectly raise questions and provide details about the main character without explaining too much to the reader. At the same time, it will cause the reader to be interested in the main character and want to read on to find out more.
Sometimes the best way to learn about a person is to examine the environment around them.
