My niece lives 3000 miles away & has invited me to her one year old's birthday party. I don't really have the financial means to send birthday gifts to all the relatives as they start & expand their families. Is it poor etiquette to just send a Birthday card?

I don't think it is... I know as my family as well as my husbands side of the family expands I will not be getting certain people gifts, because quite frankly if we did we would be broke.. Don't feel bad, Also the baby is only a year old, Trust me I'm sure he or she will end up getting more than can probably handle at that age, I don't even expect anyone to get my son gifts for Christmas or when he turns 1. I would just send a really cute card, and send your wishes, maybe even call your niece, say you wish you could've been there etc etc, if she's understanding at all I'm sure she won't be bitter about it.
Thank you! I mailed the card today!
