Equal education is possible if?

The question is meaningless. There is no way to measure education. A person who takes some number of classes might learn more or less than another person who takes the same classes. A person who took no classes might learn more than both of them. A degree is no more than membership in a group, and membership is by invitation only. There is no measure.
