I'm not sure of the question because the answer to it is part of the question. 1997 is not divisible by 4 so can't be a leap year. 2000 is divisible by 4 so it could be a leap year, however it's also divisible by 100 so it may not be one, however it's also divisible by 400 so it definitely is one.
