Turnitin says "the duedate on this assignemnt has passed,Resubmissions are not allowed after the due date", did the teacher allow late assignments for students or not?

No, it is unlikely that the teacher allowed students to hand in their assignments late. The only real exception to this would be if the students were to hand in a medical certificate or another respectable note that explains why they were unable to complete and hand in their assignment on time. Alternatively, the teacher may allow students to submit their assignments late however the mark they received will not be counted towards anything due to the fact that the assignment was submitted after the due date. On another note, the resubmissions comment was solely for those who had handed in their assignment on time, and then felt the need to change it later which they can't do.
