Does uv-c light leave behind radiation after the light source is turned off? I am using phone soap?

You need to explain your question well enough to lead to an answer. UV *is* radiation. It does not leave anything behind. And I am pretty smart but I never heard of phone soap. So what are you talking about?

I was referring to a light bulb that emits UV-C. I am trying to figure out if after the bulb is off, are the surfaces it touched safe or do they have residual radiation.

You are thinking of radioactivity. Or magic.
