I'm considering buying a motor scooter but I'm confused about the buying process, especially registration and paperwork. What do you need to do to buy one? anything I should know about? I'm completely clueless.

Title in hand typically means t
The title to the scooter is in his possession which can be transferred to you on reverse side to show proof of sale. But any legal document I would suggest being careful of the owner..make sure it's only the person on the title Wellington the scooter..if the title has 2 names using and / or..be careful as the second person is required to be present and on the receipt of payment...the title shows ownership but you still need a bill of sale..which is seperate..itbshoukd have their name and your name on it, date, description of item including vin or serial number...and if it is an as is sale or warranty on scooter...both should sign the receipt and the title in front of a witness which should also sign receipt as witness...as buyer you need to be wary of a second owner or if the title is truly free and clear... to be very sure you can call county tax office to have them run the vin number to verify he is owner...the owner could of sold scooter to someone else then stole it back from that person after they registered it..Iim NOT saying there is any I'll or criminal intent but if you don't know the person and your handing him cash it's best sometimes to be overly cautious especially if it's too good a deal...
