I received a phone call from an IRS Investigative Agent who says that I have an arrest warrant for not completing my taxes correctly. He told me the case number and told me that I should have received documents through the mail, which I did not, and because I did not send any response to those documents that I have been issued an arrest warrant. Is this legitimate? Does the IRS do this??

If there is a warrant, they don't call to tell you about, they come get you and lock you up. So you are talking to a plain old phony.
The country sheriff is the supreme law enforcement officer in his county. The federal government is violating the law if they do anything without the sheriff's permission. It might be a good idea to visit the sheriff and make sure he knows that.
IRS agents do not arrest people for figuring taxes wrong. They use fear, same as any gang of thugs, to get more money. It is very rare for anybody to be arrested unless it is for outright evasion. And in any case they do not call first.
