Does Hubpages/ Blogspot sub domains are still better in 2015 than custom domain in term of SEO?

I am looking to start a new blog & I dont want to do hard SEO work. 

Does hubpages / blogspot sub domains require no SEO or little seo as compared to custom domain.

If thats so than which one is a better choice?


Kindly Note I am only asking regarding SEO . I know other pros & cons of these domains.
