Does Greendot still charge your prepaid debit card monthly if no money is left in it?

For example, if I put 60 dollars on the card, and used it all, I would end up with $0. Greendot charges $5.95 every month, so, if I use all the money, will it still charge the card for the month, will it build up and will my card be in 'debt' even though I plan on using it once.
