Well unfortunately it is very hard to get a starter or Poke Balls. So you really need to make a trap. That or if the Ninetales returns, you should try to get to know it. Be friendly to it (give it berries or other treats, play with it, try not to get yourself caught on fire). Ninetales is also a somewhat proud and elegant Pokemon, so you may need to prove to it you are the same way. I've never caught a Ninetales before, or even seen one, but I do know that depending on the Pokemon's nature, there may be different ways to catch it. I have some expierience catching Pokemon myself (I have an Eevee named Tyrin, a Mew named Mikki and an Absol named Moonstone) and you definitely need to become friendly with it. (and in case you're wondering, there isn't just one Mew in the world. Although it is impossible to catch Mewtwo/Arceus/Giratina ect.) In the case of obtaining a starter or Poke Balls, you will need to find Satoshi Tajiri (the creator of Pokemon) either by traveling to Japan or finding his email address. Tell him that you have seen a Ninetales in your backyard and ask for a starter Pokemon (you can choose one from any generation, but just one), some Poke Balls, and maybe a Pokedex and a Poke Radar. He may or may not send them to you. But if you're nice about it he might. It may take a while for the things you asked for to arrive in the mail, but he lives in Japan, after all. By that time, however, the Ninetales may have already moved on, but you can use your Poke Radar to track down other Pokemon, because in reality, Pokemon are all around us, they're just super, super good at hiding (especially Psychic and Flying types). Hope I helped, and have fun tracking down other Pokemon! :)
Just type in pokemoncenter.com and you should find it
