Do you legally need to wear a helmet while rafting in a lake or river?

It can depend on where you are going to go rafting, but usually if it's a fast river with sharp rocks, it's probably a good idea to wear a helmet. If your just going fishing in a lake that barely moves, it would be fine to not wear a helmet.
