Almost everywhere in the developed world, central bankers are subject to the will of an elected administration. In a democratic society, the Fed too must be subject to the will of the voters.

You need to learn a few things. Baron Rothschild was very emphatic that he didn't care who made a country's laws as long as he could control the money. Banks pay very little attention to laws, since they provide all the money the law makers want to spend. The process is made as complex as possible specifically so citizens will not bother to investigate their thievery. Voters have nothing to do with this. Go to mises.org and study the free materials to collect a few facts. Maybe take a course or two there.
