I went into the police station today to get a restraining order on someone and when I told them about her they already had a picture of her. Was she already arrested for something or do the police simply have access to your id or driver's license or something?

As soon as the police have any of your information once, they keep it on record. Odds are, she already has a record if they have her picture.
But it's really none of your business if the police have someone else on their file. You worry about you. Her record is none of your concern.
It would help with my case but ok.
