Solar flares are not photons, they are ions. Ions have electric charge. A moving charge is an electric current. An electric current generates a magnetic field. The electric current and the Earth's magnetic field form a motor. That causes a constant wind going around the north pole, which we call the jet stream. Other unpredictable effects may be the jet stream dipping south as far as Georgia, changing weather anyplace, and other effects not well studied.
