Discuss 10 difference and similarities of personnel management and human resource management?

I can't give 10 to the both but try to give some.
Similarities:
-they both involved with managing internal people of an organization,

Differences:
-personnel mgmt is traditional approach while HR is the modernized,
-HR is more larger than personnel in terms of scope,
- HR approach gives importance to values and mission while personnel is to norms, customs and established practices
- HR is proactive while personnel is reactive in terms of Nature
-personnel is an independent staff function while HR is integrated w/ the org's functions
-HR is more on planning, monitoring and control aspects of resources while personnel is about mediating between the management and employees
