I assume you are talking about US goverment.
Short answer is yes.
Detailed answer - Full Tilt and other gambling sites are working now, they just don't accept US citizens.

The online poker world has just qualified a massive trembling that will shake this industry to its core. Four websites of the largest companies: PokerStars, Full Tilt Poker, Absolute Poker and UB have been shut down.
This poker sites do not accept US citizens.
