That seems like a simple question, but it involves a lot of history and a lot of interpretation. About a hundred years ago San Francisco was hit by a legendary earthquake. Businesses were reopend within a week and within a year there was no remaining trace of damage. It has been ten years since a hurrican hit New Orleans, and the city is still pretty much on its knees. There are two glaring differences: San Francisco had very few mortgaged properties, and zero federal intervention.
