I have $13,000 in credit card debt at 9.99% apr. I was thinking about transferring balance or partial balance to a different card with 18 month no interest, after that it's 13.99% variable apr. There's a %3 transfer fee. Oils this be a smart move to transfer some to a no interest credit card?

Depending on your overall situation ($ revenues, work stability etc) I would rather suggest you try and get a bank loan: the fees etc are included and you pay a fixed amount for the duration. In your situation I would also get rid of the credit cards, not try to multiply the problem.
PS: you also might want to consider how you got to owe so much: perhaps you live above your means, so: perhaps limit restaurants, outings, etc.
