Could I describe an orange skin as rugged or rough? Would that be a correct definition?

No, That would be described as orange skin. Rough skin means the skin has grown thick and hard by handling stones or lumber or tools.

AFAIK skin only turns orange when a person has consumed too much pro-vitamin A. (Or eaten too many carrots, the usual source of pro-vitamin A.) Yellow skin is called jaundice and that is a symptom of several possible medical conditions involving iron, copper, or vitamin E. It's possible that you have a vitamin B2 deficiency at the same time, which gives the skin a rosy glow. I have never seen any of these conditions myself.
