Could a non-us citizen go to the US get a drivers license, leave the country and be able to drive?

You would still need to follow the rules of the country you are from- if driving at 17 is not allowed there then you won't be allowed to drive until you are 18 and you might have to convert your American licence to one of the country you live in.
