I am looking for a PC. My budget is $810 (£515). I want it to have a good processor, min 2ghz. Good Ram, min 6. Good graphics. I want it to be portable. Also, I want it to have at least 750 gb storage. Can it pls have Windows 8.

Find someone who can do a homebuild for you, do NOT buy off the shelf or a "brand" PC. Any decent computer shop can put you in touch with a homebuilder, heck, they'll probably do it themselves. Our local PC shop does! Just explain what you want and what you're willing to pay and they can beat any "shop bought" pc on specifications for the same money every single time.
For 500 quid I could get you an i5 chip set with 8gb ddr3 ram, a good solid midrange graphics card, a 1tb hard drive, motherboard, sound card and win8 64.
Of course that won't include the monitor which could easily cost another 100 quid and up and any other peripherals (mouse, keyboard, etc).
Not with laptops no, they have very specialized components. It is possible to upgrade a laptop but that tends to be an expensive process. Laptops are luxury items anyway, designed to last about 3 to 5 years before needing to be replaced. A gamer will always use a PC tower rig. If you are into portable gaming with Oomph then look at Alienware's laptops for a powerful example of the kind of kit needed. Or even their PC rigs for a spot of raging jealousy :)
