Can someone tell me few universities and cities in which they are in Germany which have no tuition fees or low ones , where the costs for living a month are very low or where sholarships are given?
Also what is the purpose of the political foundations that give financial support?Why are they doing this?

Except for the county of Niedersachsen universities in Germany do not have any university fees. You pay about 140 Euro per semester for administration issues and mostly get a ticket for public transportation included in the price. There are scholarships available for international students but they vary from university to university and also depend on your subject. Generally student dorms are your best option for low living cost. They have very moderate rents.
The governmental support is given to enable everyone to go to university, even if they are from a weak financial background. The funds are actually non-interest loans that have to be paid back only partially. They are also only given to those students, who cannot be supported by their families.
