I am looking into emigrating to Canada but in my home country I have an accumulation of governmental surcharges I received over a period that I wasn't entitled to those surcharges and have to pay back now and I am wondering if anyone knows if that may pose a problem in obtaining a visa in Canada. My home country is an EU country that has a convention with Canada.
