i remember a story of a man telling a cyclops his name was "no one" and thought could you actually name a kid no one i had looked up regulations regarding this but it was very vague

In the USA the courts have ruled that your name is anything you say it is and there is no requirement that it be pronounceable in any particular language or spellable in any particular alphabet.
In other countries there are lists of names allowed by law and you can not give a baby any name not on the list.
