It does not matter if you are related or not, but you must be over 18. So to directly answer your question, yes.
While you do not ask nor state the information needed for me to tell you if this IS inhumane harassment, you should do your research before any action is taken. Sometimes you over-react and I don't mean to sound rude but in legal situations, you should be extra cautious and do plenty of research.
If he doesn't want you to know you should also be careful, he may hurt you as well or more depending on who is being hurt. If he is not hurting you the victim would have to sue. If you are literally meaning "inhumane" harassment such as hurting an animal, you can also sue. But you would call it animal abuse.
You should report him to the police before anything escalates before you worry about suing. A lot of this also depends on where you are at in the world. I don't have the time or patience to help you find out the laws of where you are at, but you should be able to google questions from the information I've written here. Best of luck!
