I have gta v for Xbox 360 and PS3 but I want to get it for pc but I don't want to pay 60$ again is there any way I can get it on pc without paying

GTA V on any gaming system, even PC, you will have to buy the disk regardless. It doesn't have to be a brand new GTA V disk (brand new games cost around $60) but if you can, you can try to find and purchase a used PC version of the game for an even lower price. I don't think you can get the game for free unless you try doing something illegal like steal it.
