Can you get a license in Alberta if you have any outstanding warrants from another province?

well the situation when it comes to outstanding warrants that you have it depends on how far dmv goes back to your driving time if they do a search in their system they will find your warrants its something they look for in their data bases it tells them if you have paid money on your fines if you have obeyed the courts and what they have wanted you to do and if you haven't took care of those responsibilitys then its a real good possibility that it will show up when they do a search of their data bases to see if you have anything on your record to keep you from getting your dr license back
The offense is non driving related and may very well be a bench warrant. So the question I'm asking is can I get my license period. I've never had it before
