Can we run a power system with perfectly balanced condition all the time?

Well, all the time is hard to say but its possible but its highly unlikely.
1. Not all humans are willing to participate meaning it would cause chaos
2. Humans in higher power would take advantage of their power, not all but a lot too
3. Humans are selfish which proves Reason 2
4. There will be the ones who will oppose so possible war and conflicts which isn't perfect now
5. Murders may decrease if this happens but still won't so yeah..
