Mountains are part of earth's crust. The thickness of the crust is 1% of the earth's diameter, and cannot influence the far-deeper source of forces which drive plate techtonics, so the answer to your question is no. Compression (one of the forces which is produced by colliding plates) eventually reduce the rate that the plates move toward each other, but mountains are only a side-effect of the compression, and by relieving stresses, can actually make it possible for the plates to continue moving toward each other for awhile longer.
