I do not think anyone can answer that question unless they know the details as to the bid and your qualification to perform the job. Only because you bid the lowest does not mean you can meet their needs. If you are that concerned see Lawyer, have them review your case and advise you.
I do not disagree with Helen151's reply. I will still provide an answer applying Florida law in relation to bidding on government contracts.
In Florida, and MANY OTHER jurisdictions, requests or invitations for bids are often referred to as "ITB" or "RFP" and ALMOST ALWAYS allow the requesting agency to reject all bids or proposals at the discretion of the requesting agency. This is a very common provision found in bidding packets. Last, requesting agencies usually include provisional language that allows the agency to select the most "responsible" bidder even if they are not the lowest bidder. Our firm represents four cities in Florida and often reviews award contracts and the bid packets before they are made public.
