Reason being that one person owns a few units and with the proxies she gets for our annual meeting she ends up outvoting everyone. She ends up making decisions along with her close friend.
Can the association amend cond by-laws to get one vote per owner instead of per condo?

Basically such elections and collection of opinions are based on general voting and that is managed by a condo association or HOA. In this voting the legal aspects says that for each condo there will be a single response and somehow it is quite fair because individual voting will hardly bring the transparency in voting.
