Can someone explain whats wrong with my tv it is a Emerson and the bottom half of the screen is blue

It might be "stuck in standby" - check your manual or call Emerson technical support. Disconnect it from the cable box and unplug it directly from the wall outlet for about an hour then turn back on and see if it gets released.
