I can't seem to find a good answer for this. Oxygen 2- ion exists, but that would mean that it has a completed valence shell. So shouldn't it be totally unreactive?
Can oxygen complete it's valence shell without being bound to any other element?

Like, can 2 electrons just be flying around, completely unbound to anything, and could an Oxygen atom grab these, completing it's valence shell and becoming stable like neon? Is it possible for an O^2- monatomic ion to exist.. just totally useless because it doesn't want to bind to anything?
