Can instruments with high precision be accurate?

Precision means you get the same result every time. Accuracy means you get close to the RIGHT result. Imagine two rifles shooting at a bullseye. One rifle puts shots all over the target, the other puts all shots in a small circle at the edge of the target. The rifle with the small circle is more precise, the rifle with shots all over but all closer to the center is more accurate.
