Can I wear my husband's tartan (I do not have one)?

What you want is a plaid dress, which can be any tartan that strikes your fancy. There are lots of legends about clans and regions, but in fact Scots were simply very fond of plaid fabrics and often wore several together. The legends all date from 1745.
