Can I use same characters as a different novel in a book?

i want to write a story about Winnie the Pooh, but I don't know if I can. Example: Title: The Odd Adventures of Winnie the Pooh/ Charatcers:Winnie the pooh, piglet, rabbit, tigger, eeyore, and all the other pooh characters

I did, but only on internet privately to share with my friends. You do need permission to publish it though.

You can't make it a book or a movie that gets profit ( this would be counted as plagiarism) if that's what you mean. You can however, make a fan based story about it for fun with credits to the respective owners of the character.
