... in the yard free until a neighbor called and complaint and said that the dogs were too loud. He then supposably said that they told him that the whole household couldn't have dogs for a year. Do to circumstances his word is not very realizable. So is there any way that a court can rule that? I really want to get a puppy or a cat, but will this be an issue?

If your place doesn't allow animals then no. If you own any animal you do have the responsibility to keep it quiet and from bothering others. If a neighbor complains what they do is have the neighbor keep track of barking and if they get any pictures or video of your dog barking for no reason, then yes by law they can press charges against you. I always recommend never getting a dog in apartments. Always have your dog in enclosed yards. Use barking collar at all times. Make sure dog goes through training. Yes every dog can be trained. Cats can also be trained. If you want a cat I recommend making it an indoor cat if you know you have neighbors that have problems with animals.
