Hello, I will be buying a phone from somebody in the coming week and I wanted to know if it does get blacklisted(the seller is the original owner because he has shown me the original packaging) Could I be able to unlock it? I will have the original packaging so I will have the IMEI and other information on the phone, but I wanted to make sure of it.

Original packaging means nothing, you can buy them from ebay.
What you need to do is meet the guy at the carrier store and ask them to run a check for you if the guy has any unpaid invoices or not what, only then if the original carrier tells you that it is clear then you can buy it safely. Have the person print you a report indicating that it is all clear too for your records. If the phone is flashed from one carrier to another, do not take a chance. It could have back invoices on another carrier and you will not be able to use it with the original carrier.
Be careful especially if you are buying a used phone. Might be cheaper to lease one and you would always get a new phone and pay less up front money too. Check for deals, you might be surprised what deals you can find now.
Okay I see, on the facebook marketplace it says it is unlocked, I guess I have to ask and see what carrier he originally used it on and go from there, thank you!
