Can I be sue for animal abuse for cancel the buying and demand refund for an animal that has not been shipped to me yet (which I believed it is a fraud for charging me "pet insurance" and threaten to sue me when I refuse to pay for the insurance)?

No.Because the animal has probably not been abused during shipping,your case would almost certainly be bounced out of court.If the animal arrives and is injured or shows signs of mistreatment,you could sue,but you may not have enough proof,since you did not personally witness mistreatment.
If you feel the shippers scammed you with the pet insurance,find a lawyer and sue for insurance fraud.
