Yes it is possible if you employ methods to control both speed & position of the actuating hydraulic ram, independent of load.
This is generally best achieved by electonic controller acting upon either open or close looped systems.
If you google "hydraulic ram velocity and positional control" you will find many good pdf's to look at ( I liked the "Modeling, simulation and control of high speed non linear hydraulic servo system" for its accessability!
Try the NASA "Optimizing Closed loop Control in Hydraulic Motion, for a serious in depth look!
So yes its do able what you ask, but not simple!
Hydraulic ram velocity and positional control, will also give you in Section 2.1 a system model of a hydraulic actuator with four-way valve configuration & in Section 2.4 a The simulink model of the open loop system. This plus the calculations should help you out. Of course a cruder system would be just to apply a scaled mechanical Whitworth model to control the position of the 4 port shuttle valve, but feedback would still be needed for true accuracy.
