My employer pays $8.10/Hour unless you work your 40 hours, then you get paid $10/Hour. But you have to be there on time. If you're a minute late, you don't get the "attendance bonus". Also, they have not paid me my commission for the past 3 weeks saying my percentages were not high enough. I feel like the percentages that they're telling me are wrong and too low for what I've sold.

Unless there is a contract between you two or you work overtime (over 40 hours), he can change your pay as long as it does not fall below minimum wage. Because he does pay minimum wage you are not a commission employee, even if you get commission.
